Minutes of Meeting
Tuesday, April 12, 2016

Members Present: Richard DeBold, Jeff Jordan, Tom Jameson, and Administrative Assistant Kristy McIntosh

Others Present: Chief Clarke, John Martell, Kristina Cole, Michelle Haftman, Craig McIntosh, Tom Houle, Lucille Noel, Donna Chagnon, and other members of the public.

Call to Order Mr. DeBold called the meeting to order at 6:30pm

Department Heads-

Police Department-
Chief Clarke stated that he just returned from active shooter training in Vermont which he found very educational. The training focused on the ALICE training which Chief Clarke hopes to institute in the school. Chief Clarke is meeting with Principal Beaverstock in the near future to speak about it as well as meeting with Town employees for training.  He also hopes to host a class at the P.D. for the community.

Emergency Management-
Mr. Martell has nothing to report.

Fire Department-
Mrs. Cole stated that the Fire Department had a live burn at Jim and Dave Colbert’s house that went very well.  They also will be having another live burn at the Losey’s house on Bear Hill Rd on May 21st starting around 6:30am.  

Mrs. Cole also wanted to report a call that she had been on last week in which a cardiac arrest patient went from full blown cardiac arrest to sitting up and speaking, which is very unusual.  She was proud to say all the departments’ hard work and training really does pay off when put to use.  

Mr. Jameson asked if it would be possible to do a live burn on the log cabin at Carpenter Park.  He stated that they have had a hard time getting rid of it and wondered if that was an option.  

Mrs. Cole stated that she was unsure and Mr. Jameson would have to talk to Mr. Cole to see if it met requirements.

The Fire Department also wanted to announce that they will be holding the Mother’s Day Breakfast on May 8th.   

Highway-
Mr. Plunkett stated that the 2013 truck went to International in Barrington to be fixed and get computer diagnosed.

The Highway Department is currently doing spot grading and ditching around Town.

Mr. Plunkett stated that Mr. Blackman and Mr. Fife would be doing the repairs to Blackman Bridge for the cost of the insurance claim and they hope to be done by the end of May.  

Mr. DeBold stated to Mr. Plunkett that there are two very bad potholes on Horse Corner Road.

Mr. Jameson stated that Smith Sanborn Rd. and Granny Howe Rd. are both very bad right now as well.  

Mr. Plunkett stated that he is working to get them all taken care of and he also mentioned that he fixed Meetinghouse Road.

Evelyn Pike-
Mrs. Pike, Town Clerk/Tax Collector was pleased to announce that she had received eight, $1,000.00 checks in the mail from an anonymous donor with a letter asking her to distribute the checks appropriately. The checks were made out in donation to the Chichester Youth Association, the Chichester/Loudon Bee hole Beavers Snowmobile Club, Chichester Food Pantry, Historical Society, Chichester Central School Drama Club, Chichester Fire Department, Heritage Commission and the Library. The Board of Selectmen would like to say thank you for this very generous donation.  

Library-
Ms. Noel stated that she attended the trustees meeting the night before at which they discussed being short on funding for the summer reading program.  She stated that the anonymous donation for $1,000.00 will help the program out very much.  She was very pleased to accept the wonderful donation.  

Ms. Noel stated that last Friday the Library held the Memory Café which went very well.  They had music, games, and stories.  They will be changing locations next Memory Café to the Epsom Library.  

The next book sale will be held Saturday April 16th from 8:00am-1:00pm.  

Construction at the Library for the addition and lift will be starting in the next 2-3 weeks. The Library still needs to find a parking solution for the upcoming book sales on May 21st, June 11th, and July 16th.

Planning Board Appointment-
Mr. DeBold stated that the Board had received a letter from the Planning Board recommending Mr. Michael Williams as a alternate.

A motion was made by Mr. DeBold and seconded by Mr. Jordan to appoint Mr. Williams as an alternate to the Planning Board.  Motion passes.

Food Pantry Donation
A motion was made by Mr. DeBold and seconded by Mr. Jordan pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $1000.00 received from anonymous to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes

Food Pantry Donation
A motion was made by Mr. DeBold and seconded by Mr. Jordan pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $32.00 received from Pomona Grange NH to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes

Boston Post Cane-
The Boston Post Cane was presented to the recipient, Doris “Dottie” McKoan on April 10th at 2pm at the Historical Society. She was very overwhelmed with joy to receive the Boston Post Cane and she had a lot of family and friends there to witness the presentation.

Other Business-
Mr. DeBold informed that Public that the Town did no prevail in the ongoing litigation.  The Judgment ordered that the Town reinstate Mr. Vien and there will be a hearing to decide any other damages.

Public Input-
Mr. Mayville stated that he wants to know the recourse the Town will take.  

Mr. DeBold stated that it could be appealed, however he’s not sure that will be the case.  

Mr. Mayville stated that he thinks Mr. Jordan severely misrepresented the Town and he wants his name cleared.

Mr. McIntsoh stated that he wants the Selectmen to step up and stop keeping secrets.  

Mr. McIntosh also had a question for Mrs. Cole as to whether or not the breakfast was held at the fire station and if so how could they hold it there if it is not ADA compliant referring as to why they cannot have Planning Board meetings at the Fire Station.

Mrs. Cole stated that the breakfast was at the Fire Station and that the ADA compliancy was only one of the issues as to why she thought meetings wouldn’t work at the location.

Mr. Houle added that he thought that they had resolved the security issue by purchasing the medication vaults.  

Mrs. Cole again stated that those were only a few concerns of the many the Fire Department had.  

Non-Public-
Non-Public Session – RSA 91-A: 3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body

A motion was made by Mr. DeBold and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (c). DeBold Aye, Jameson Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. DeBold and seconded by Mr. Jameson to exit non-public session DeBold Aye, Jameson Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jameson to seal the non-public meeting minutes indefinitely. DeBold Aye, Jameson Aye, Jordan Aye. Motion Passes

Marsh Pond-
Mr. Shaw had received an email from an organization that wanted to use Marsh Pond for a Jet Ski race.  Mr. Shaw brought this to the Board of Selectmen for discussion.  

After discussion among the Board the consensus was that the Selectmen are not in favor of the IJSBA Jet Ski race due to safety concerns because the pond is very shallow with lots of debris in the water.


Adjournment
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Jameson to adjourn the meeting at 8:30pm.  Motion passes
